The Government approves the renewal of the Quota and the Concert of the Basque Country

The Government has approved this Tuesday the bill that approves the renewal of the Basque Country Quota for the five-year period 2022-2026, it also adds to the Economic Agreement with the community on new tax on plastics and waste in landfills, incineration and co-incineration.
As established by the Mixed Commission held on December 27, the measure has been approved through the bill that modifies the Economic Agreement with the autonomous community of the Basque Country for the agreement of new taxes, such as the special tax on Non-Reusable Plastic Containers or the Temporary Tax of Solidarity of Great Fortunes.
Regarding the renewal of the Quota methodology, the text includes the agreement reached in the Mixed Commission in November, which set the provisional liquid quota for 2022 at 1,467 million euros. The regulation determines the rates of consumption and collection applicable to foral consumption adjustments corresponding to indirect taxes.
Economic concert modification
The other bill approved is due to the fact that since the last reform of the Agreement carried out in February 2022 there have been changes in the tax system that again require its adaptation, the Government recounts in the Council’s references. Thus, the Special Tax on Non-Reusable Plastic Containers and the Tax on the Deposit of Waste in LandfillsIncineration and Co-incineration of Waste are now incorporated into the Concert.
The connection points applicable to the Tax on Fluorinated Greenhouse Gases are also adapted, after the modification of the structure of this tax introduced by Law 14/2022, of July 8, amending Law 19/2013 , of December 9, of transparency, access to public information and good governancein order to regulate the statistics of micro, small and medium-sized companies in public procurement.
Lastly, the new temporary Solidarity Tax for Great Fortunes is incorporated into the Economic Agreement, the settlement of which is established in the same terms provided for the Wealth Tax.
