New unemployment benefit of 600 euros per month for four months for the cultural sector. The Minister of Labor and Social Economy, Yolanda Diazannounced yesterday during the press conference after the Council of Ministers this economic aid for the unemployed people in the cultural and artistic sectorwhich is included in the development of the Artist Statute promoted by the former Minister of Culture and Sports, Miquel Iceta.

The truth is that what is already a group of workers that, unfortunately, stands out for being a precarious and intermittent profession. However, this measure has the novelty that it is not only aimed at artistsbut also to assistants or technicians, who may request unemployment in these two cases:

  • If they can prove 60 days of contribution in artistic activities, in the previous 18 months.
  • If they can accredit 180 days quoted in artistic activities in the previous six years if they have not been taken into account for the recognition of previous benefits.

However, workers will be able to choose to apply for this new benefit if they so wish or, otherwise, take advantage of the General Social Security Regime. Regarding the amount, as mentioned above, toIt goes up to 600 euros per month, that is, 100% of the IPREM (Public Income Indicator with Multiple Effects) in 2023, for contributions that exceed the threshold of 61 euros. In the event that it is an amount below that level, an aid of 80% of the IPREM will correspond, that is, 480 euros per month. On the other hand, regarding the duration of the unemployment benefit, it will be four months.

Reconciling retirement with artistic activity

This new special unemployment benefit is compatible with the perception of intellectual property and image rights, one of the requests that this sector had been demanding for years, such as, in this case, the compatibility of the aid with retirement. And it is that, until now, it could only be made compatible with the receipt of copyright. Therefore, from the entry into force of these measures, which is reflected today in the BOE, under the Royal Decree-Law 1/2023, of January 10, of urgent measures in terms of incentives for labor contracts and improvement of the social protection of artists. Likewise, recipients of a non-contributory pension they may also make it compatible with income from their artistic activity, as long as they do not exceed the threshold of the Minimum Interprofessional Salary, currently estimated at 1,000 euros gross per month. In addition, the contribution of pensioners when they carry out artistic activities is regulated, which will be for professional contingencies, with a special solidarity contribution of 9% for common contingencies.
